11/16/11 American Horse Council Media Release:  FY 2012 USDA Funding Bill Expected to Pass In part, "The bill does not include a prohibition on funding for USDA inspections at U.S. horse processing facilities.  A prohibition on funding for USDA inspection has been in place since 2005 and essentially barred any facility from operating in the U.S.  With the prohibition on funding removed horses processing facilities could resume operation in the U.S."
